Introduction

The Forgotten Order is a group of exiled clan cats and rogues who are not able to find a home within the clans. Here, all crimes against the clans are forgiven and no one is judged for whatever odd quirks they may have. The Forgotten Order offers the outcasts and the exiled a fresh start, a life of acceptance and free of loneliness without the strict confines of clan life. The Order cooperates together to keep each other fed and protected as well as offers the chance to seek vengeance on the clans that have wronged them. Trust and honor amongst thieves and murderers is the rule here. Previous transgressions will be pardoned, but any crime against the Order will be dealt with swiftly and brutally. They make their home in the Old Rogue Camp.
Hierarchy Explanation

Leaders:
Respectively titled the Eagle and the Serpent. The two lead the Order together, The Eagle is much like a public figurehead, who takes care of duties such as naming ceremonies, establishing laws, and taking in complaints, and holding Order-wide meetings or meetings between them and the Overseers in 'council meeting'.

The Serpent, on the other hand, takes care of shadow wars that are not public, assassinations of Order members that are bringing harm to or undermining  the order (if said member isn't decided to be publicly executed, something both leaders convene about). The Serpent is much like a shadow leader that takes care of situations that may mar the reputation of the Eagle.

If there is public wars both leaders work in tangent to lead the Order to victory. Both are also present in meetings, but overall very little is to be made public of The Serpent's true duties. Due to the risk of outrage and chaos from the members of the Order.

(Prowlers could possibly be the faction that deals the most with the Serpent due to their flexibility, and are sworn to secrecy if they are used to enact The Serpent's orders. The Serpent would not deal with them directly, instead going through the faction's overseer, who will be able to suggest which Prowlers would be best suited for specific Jobs).

Unlike the Eagle who is chosen for their position through democracy, If the Serpent ever dies or retires, the Eagle chooses personally who will replace them. It is suggested that the one they choose must be someone they'd trust with their life, so the Order may run smoothly.


Overseers:
There are four Overseers, they are each in charge of groups of members called 'factions' that each have specific duties. The four factions are Base Guardians, Protectors, Hunters and Prowlers. The Overseers work with the Leaders as a council and help vote on decisions for the Order in meetings. Each are to be trusted and experienced. They are also expected to be loyal to the Order and have to run their factions at peak efficiency.

If the Eagle ever falls or retires they take votes from their factions and through those decide who will be the new Eagle.

If the Eagle (after being elected) or the Serpent are ever seen to be unfit for their roles as leaders, the Overseers have the authority to remove them from Leadership. If the Leaders in question refuse, force can be used to remove them from power.


Trainer:
This title is given to members of the Order who retired, are elderly, disabled to the point of being unable to fight, or have simply chosen to be Trainers rather than faction members.

Their only job is to teach Recruits the ways of the Order, like how to survive alone, work together, the basics of fighting and medical care, and the creeds of the Forgotten. This lasts until the end of the designated time. They teach in rotations they set up themselves.

They are respected members of the Order, and are treated as such.


Faction Members:
This refers to members of the four factions: Guardians (Aka 'Guards'), Protectors, Hunters, and Prowlers.

Guardians keep guard of the Base ('Camp'). Protectors patrol the border on rotation. Hunters catch prey (also on rotation), and Prowlers gather into small teams and venture beyond the borders, striking against the Order's enemies in raids (the goal being to weaken the clans or enemies bit by bit), or search for possible recruits to bring into the Order and bolster its power.

(Prowlers can also be chosen for secret jobs that the Serpent puts into place with the help of the faction's Overseer)

If an Overseer ever steps down from their position or perish, the Faction they were in charge of vote for a new Overseer among their members. This candidate is then reviewed by the Eagle to see if they'd be fit for the job.

Faction Members may also collectively be in charge of training recruits that are placed into their Faction by choice of the Overseer, those recruits are also called [Faction Name]-in-training ('Trainee' for short).


Recruit:
Recruits are either kits that have been born into the order or cats that Prowlers have recruited from the outside. Often before they are sorted into Faction's they are trained in the basics of survival and how to fight at the required general level. They are also taught the creeds of the Order and given a brief, basic history lesson on how the Forgotten Order came to be. These lessons are taught by Trainers.

Upon the arrival of the designated time, they ascend from being recruits and are sorted into Factions. This sorting process is decided in a meeting between Overseers and the Leaders.

Once sorted into Factions the recruits became Trainees, and are trained at the discretion of their new Faction and its Overseer. When they become full fledged members and how is also up to the Faction and it's Overseer (Their personalized system is screened by the Eagle before being approved and put into effect.)


Creeds:

  1. Do not betray the Order.
  2. Do not steal from any member of the Order.
  3. Do not have any physical altercations between members.
  4. All past transgressions are forgiven.
  5. We are tolerant of outlandish quirks and diets; this is not a place for judgement.
  6. In sparring, use Claws if you wish, but do not injure your sparring partner to the point of hindering them in their duties.
  7. Everyone has a voice in the Order, but do not use it to needlessly pressure your Overseer or Leaders.
  8. Children of the Order are not to be harmed, they are our future, and must be protected and taught the integrity of the Order.
  9. If ever you come across enemies of the Order, lethal force is permitted.
  10. Members of the Order who bear kits are exempt from their duties, and may assist in training recruits.
  11. Never waste food needlessly.
  12. If the Leaders of the Order ever show signs of being unfit for their position, a vote may be held by the Overseers to remove them from power. All but the Leaders may participate in the voting of the Eagle after the Leaders are removed.
  13. To keep the balance Overseers can only be voted into position of the Eagle by the previous holder of the title. They can not be chosen if the Order is voting for a new Eagle after the previous one was evicted from their position.
  14. New Creeds must be voted for through the proper channels.
  15. Only the Eagle can choose a Serpent. The position can not be chosen through voting.
  16. The Leaders must always be working for the betterment of the Order.
  17. If ever the Order is defeated, those who remain must regroup in a new location and rebuild the Order from the Shadows. The title of the Eagle must either be voted for, or fall on the shoulders of the most experienced among the Survivors.
  18. Any member joining a clan without a mission to do so will be considered a traitor. Betrayal is punishable by death.
  19. Anyone in clans for mission reasons must be willing to fight against the clan, should the Order and the Clan meet in battle.



Acceptance Policy
These are more like guidelines than actual rules, as the Order must be flexible if it is to survive. The Eagle and Serpent have the right to refuse anyone for any reason.
Kits ~ Always accepted.
Exiled Clan Cats ~ Accepted if they will be loyal to the Order. Will be taken as recruits and their first mission will be to attack someone in their previous clan to prove their loyalty. Bodies or serious injuries preferred.
Loners ~ Accepted as long as they're loyal. First mission will be to either take disputed land from another rogue or rogue group, if applicable, otherwise they must attack a clan cat to prove their loyalty.
Clan Cats ~ Unlikely to be accepted if they have no grievances against their clan, but this is a case by case basis. Clan cats that wander into the Forgotten Order Camp are far more likely to be put to death than accepted unless they play their cards right.

All decisions are made by either of the two leaders on who is accepted and who is not.
