Reason for becoming a Queen: Following Tigerpaw's death, the battle against WindClan for herbs, and Adderpaw losing an eye, Splashwillow will realize that she is no longer satisfied with the life of a Warrior and detests the bloodshed that comes with the title. She'll instead wish to return to the nursery and help out all of the various Queens raise their kits because it's a combination of what makes her happy + what she believes she's best at.

She'll likely actually retire to the nursery after Petalpaw finishes her training.
