legality isn't what I care about right here, it's the bad recessive traits they both could carry (their kids have a higher chance for deformities/ illness/ and they have a weakened immune system)

Galepaw is.... essentially pure? He has the aunt/nephew duos Saltpelt/Flashstorm and Thinstripe/ Shatteredsoul as great great great grandparents (as well as x5 for T/S) on his mother's side, but his father's side is entirely clean. He can go ahead and take a mate within TC by one of Leopardfang's kiddos, take a risk in SC, or go for SkC. WC are all also his distant cousins. Blame Raccoonstar, his great x7 grandma. that's a lot of greats.
