One doesn't know that they will become leader until the current leader actually dies. Either they are appointed at the leader's death, or was deputy when the leader died. I suppose putting the 'star' part is saying that they are a 'leader hopeful'. Meaning they would like to have their cat be leader. Putting that in your creation as no effect if you are chosen or not.
